The Idaho Legislature’s Joint Finance-Appropriations Committee voted for a change in procedure that would result in less transparency and oversight in spending when Co-chair Wendy Horman was gone due to illness. The vote reverses the budget that was passed in January and will likely necessitate a vote in legislature between the two competing budgets.
